一是紧紧围绕促进国民经济循环畅通，着力提升制造业供给体系质量。把实施扩大内需战略同深化供给侧结构性改革有机结合起来，深入实施钢铁、机械、电子等十大重点行业稳增长工作方案，深入开展原材料、消费品“增品种、提品质、创品牌”行动。全面提升产业科技创新能力，推进重点产业链高质量发展，加快制造业数字化绿色化转型，提升中小企业专精特新发展水平，统筹推进传统产业改造升级、优势产业巩固提升、新兴产业培育壮大、未来产业前瞻布局，着力提升制造业供给体系对国内需求的适配性。

二是紧紧围绕优化产业布局，积极引导产业转移和制造业集群发展。坚持“全国一盘棋”，深入落实区域协调发展战略、主体功能区战略，引导地方立足资源禀赋发挥比较优势，走合理分工、优化发展的路子，引导制造业合理布局。联合地方举办系列产业转移发展对接活动，推动构建东中西部产业梯度转移格局。实施先进制造业集群行动，发挥经开区、高新区、工业园区等各类园区作用，推进园区提质增效。

三是紧紧围绕强化推进新型工业化动力活动，持续推进深化要素市场化改革。认真贯彻落实党中央、国务院关于构建更加完善的要素市场化配置体制机制的意见，加强与相关方面协同配合，着力推动资本、土地、技术、人才、数据等要素自主有序流动，高效公平配置，更好适应新型工业化的发展需要。加快数据要素市场培育，释放数据要素价值，实施算力基础设施高质量发展行动计划，培育数据产业经营主体，构建产业发展良好生态。推进科技创新与产业创新深度融合，构建制造业创新平台网络，深化产教融合、产融合作，大力发展科技服务业，全面提升产业科技创新能力。谢谢。

二、推进数据要素高效流通、发挥数据赋能作用 推动建设全国统一大市场

围绕推动数据要素高效流通，我们主要开展了三个方面的工作。一是加强政策引导。包括认真落实《关于构建数据基础制度更好发挥数据要素作用的意见》，印发实施《“十四五”大数据产业发展规划》，推动构建数据基础制度体系。二是完善标准体系。组织开展数据领域标准研究，发布了33项国家标准；推进数据流通交易、数据资产登记等标准研究和试点示范，加快建立健全数据市场标准规范。三是培育经营主体。主要是支持平台企业、龙头企业参与数据要素市场建设，引导数据交易机构开展跨地域服务，培育多样化的数据服务型企业。
