“信号升格”专项行动将展开，移动网络服务迎来新一轮升级——推动经济社会数字化转型

日前，工业和信息化部、国家发展和改革委员会等11个部门联合印发《关于开展“信号升格”专项行动的通知》（以下简称“《专项行动》”），从加强重点场景网络覆盖、加快重点业务服务提升、强化资源要素高效协同、促进监测评测水平提升等方面提出具体举措，以加快推进移动网络深度覆盖，提升广大个人用户和行业用户移动网络使用体验。

一、加强重点场景网络覆盖

工信部数据显示，当前，中国4G基站数超过600万个，4G网络已全面覆盖城乡；5G基站数达328.2万个，5G网络覆盖逐步从“市市通”到“县县通”，并持续向乡镇、行政村等延伸。

推进重点场景移动网络深度覆盖，是本次《专项行动》的重点。在政务中心，持续提升各级政务服务中心的移动网络信号覆盖，重点覆盖政务服务大厅、业务窗口、行政事项受理点等关键点位，支撑提高行政效能，提升群众办事体验；在医疗机构，持续提升移动网络在二级以上医疗机构、重点社区医疗机构等移动网络信号覆盖，支撑开展视频通话、移动支付、远程医疗、便民服务、应急处突等应用；在重点商超，满足高峰期移动支付、直播、视频、通话等业务需求，支撑商贸数字化便民服务，到2025年实现90%以上重点商超的移动网络信号深度覆盖和业务保障……

“我国已建成全球规模最大、技术领先的移动网络。广大用户从过去关注移动网络有没有覆盖，转变为更加关注移动网络质量和业务体验，期待更美好的数字生活。同时，各行各业正经历数字化、网络化、智能化转型关键阶段，对移动网络深度覆盖的需求更加迫切。”工信部有关负责人说。

该负责人表示，开展“信号升格”专项行动，旨在聚焦重点场景，加快推进移动网络深度覆盖，向广大个人用户和行业用户提供高质量移动网络使用体验，支撑网络强国和数字中国建设，助力实现中国式现代化。

二、明确未来两年目标任务

《专项行动》确定了“信号升格”目标：移动网络信号显著增强，移动用户端到端业务感知明显提升，资源要素保障更加有力，监测评估能力持续增强，为广大用户提供信号好、体验优、能力强的高品质网络服务。

在衡量移动网络覆盖方面，到2025年底，超过12万个重点场所实现移动网络深度覆盖，3万公里铁路和50万公里公路、200条地铁线路实现移动网络连续覆盖，5G网络覆盖深度和广度持续完善。

在衡量移动网络性能方面，到2025年底，移动网络下行均值接入速率不低于220Mbps（兆比特每秒），上行均值接入速率不低于45Mbps。

在衡量融合业务质量方面，到2025年底，卡顿、时延等主要业务指标全面优化，移动网络达标速率占比不低于95%，5G流量占比显著提高。

为此，《专项行动》分别从加强重点场景网络覆盖、加快重点业务服务提升、强化资源要素高效协同、促进监测评测水平提升等方面提出四大主要任务及一系列措施。比如，优化互联网应用基础设施部署、加强新技术应用和产品方案研发、加强通信基础设施用能保障、完善网络质量评测体系和监测能力等。

“专项行动充分发挥‘有效市场’在资源配置中的决定性作用，更好发挥‘有为政府’的管理和服务作用，通过推动‘信号升格’‘感知升格’‘保障升格’‘能力升格’，不断满足人民群众日益增长的美好生活需要，支撑重点行业数字化转型需求，促进经济社会高质量发展。”工信部有关负责人说。

三、更好满足数字时代需要

“信号升格”，意味着移动网络迎来新一轮升级以及相应服务品质的进一步提升。

工信部有关负责人说，信息基础设施量质齐升，移动网络能力持续增强，为支撑经济社会数字化转型提供了坚实支撑。

推动“信号升格”有利于满足群众美好生活需要。移动宽带网络接入已成为群众衣食住行必不可少的关键要素。开展“信号升格”，将有效提升日常生活关键点位移动网络覆盖，解决信号强度、时延等问题，提升广大用户移动网络使用体验，更好满足数字时代的生活需要。

推动“信号升格”有利于助力行业数字化转型。各行业数字化转型离不开移动网络设施的基础支撑。开展“信号升格”，将提升医疗机构、文旅场景、高等学校、重点商超、商务楼宇及酒店等移动网络质量，助力行业提质增效，为行业不断开辟新蓝海、加速数字化转型奠定坚实基础。

推动“信号升格”有利于提升社会治理效能。通过完善城乡移动网络覆盖，提升政务中心、交通枢纽、城市地铁、公路铁路水路、乡镇农村等移动网络质量，提高行政管理和公共服务效率，促进社会治理从经验驱动转为数据驱动，支撑社会治理过程和手段的数字化、智能化。
